Mr. Weldon Maddan is a seasoned corporate leader with experience spanning Finance, Operations, Decision Sciences, Risk Management and Operations. Mr. Maddan held roles as Group Chief Operating Officer; Group Chief Strategy Officer; CEO of the Cornerstone Trust & Merchant Bank and is a former Citigroup Senior Vice President, having had global assignments in the USA, Canada, UK and Poland.
Mr. Maddan holds an MBA from Columbia Business School and is a CFA Charter-Holder. He has served as Chairman for the Jamaica International Financial Services Authority, the Town & Country Planning Authority and currently serves as Chairman for the National Resources Conservation Authority.
Mr. Christopher Whyms-Stone is a Registered Architect with the Architect Board of Jamaica since 2002.

Mr. Whyms-Stone has done extensive travelling in Europe, and the Americas. His hobbies are reading, writing, snorkelling, football and travelling.
Leonard A. Francis is the Chief Executive Officer of the National Environment and Planning Agency in Jamaica. Mr Francis is a trained environment and planning professional with over 30 years of experience.
He has done and supervised research in a number of areas including noise, parking, the development approval process, green and open spaces, masterplans, densification of the Kingston Metropolitan Area, Green Development Principles, Development Standards, Urban Development Policy, Restrictive Covenants, Sustainable Development, and issues related to Climate Change amongst others.
He is an adjunct lecturer at the University of Technology in the Urban and Regional Planning Programme. Also, he has been a Member and Chairman of the Urban and Regional Planning Advisory Committee at the University of Technology, and has been a regular presenter at several Local and Regional Workshops and Conferences.
Mr. Francis possesses a Masters’ Degree in Planning from the University of Ryerson, Toronto, Canada, an MBA in Public Sector Management from the University of the West Indies, Mona. In addition, he possesses First Degrees in Environment and Planning, Economics and Management and an LLB.
Mr. Leonard Francis has participated and received training in several areas, such as, Conflict Resolution, Public Sector Senior Leadership Development Programme, Green and Innovative Development, Preparation of Cabinet Submissions, Project Management, Performance Management, Integrated Environmental, Protocol and Business Etiquette, Stress and Time Management, Enhancing Recruitment and Selection Skills for Greater Productivity and Cutting the Bureaucratic Red Tape amongst others.
Mr. Francis is an executive member of the Caribbean Planning Association and represents the organisation as Co-chair of the Comprehensive Disaster Management (CDM) Physical and Environmental Planning Sector Sub-Committee of the Caribbean Disaster Emergency Management Agency.
He is a member and has held a number of executive posts in the Jamaican Institute of Planners.
He is a member of several Boards, Authorities and/or Committees which includes the Negril Green Island Area Local Planning Authority, the Planning and Development Committee of the Urban Development Corporation, the Educom Co-operative Credit Union, the International Centre for Environmental and Nuclear Sciences, the Jamaica Railway Corporation, Jamaica Civil Service Housing Company Limited, the Gregory Isaacs Foundation and the Evans Early Childhood Institution.
Dr. Geoffrey Williams is a medical doctor specializing in the field of Plastic Surgery and practises at the Doctors Surgi Clinic in Freeport, Montego Bay.
He has been a lifelong naturalist and environmentalist, and puts into practice what he preaches, in this regard, on his Animal Farm, located in Copse, Lethe, Hanover. This is an eco-friendly attraction where all the energy needs are met by solar power and biogas generated from pig waste. All the water needs are supplied by pumping from the adjacent Great River and sustainable farming practices are strictly employed.
Dr. Williams has travelled extensively as a nature tourist, including sailing on both the Amazon and Nile rivers, and he considers a visit to the Galapagos Islands in 1995, the highlight of his travels.
Ms Ava Tomlin has over 20 years of experience as an operations leader and project manager in the aviation, construction and the utilities sectors.
She currently serves as the Regional Director - Jamaica for BMR Energy. Prior to joining BMR Energy, Ms Tomlin was the Jamaica Public Service Company’s parish manager for Manchester and St. Elizabeth, managing all aspects of service delivery.
She has also served as the Director of Engineering, Maintenance and Planning for the Airports Authority of Jamaica, where she managed the facilities maintenance of an international airport and four domestic airports.
She holds a bachelor’s degree in civil engineering from the University of the West Indies and an MBA in Operations Management & Strategy from the University of Rochester’s Simon Business School.
A past Chairman of Holmwood Technical High School, she is also on the Board of Directors of the Jamaica Special Economic Zone Authority and the Trade Limited. She is also the mother of twins and a JP.
Dr. Philip Waite is a Consultant Orthopaedic surgeon with over 20 years post graduate experience. His other accomplishments include:

Mr. Leslie Campbell is a British trained barrister and attorney-at-law practising in Jamaica since July 1994. His area of specialty is insurance.
Mr. Campbell has served as a member of the Council of the Jamaica Bar Association and a former president of the Advocates Association of Jamaica. He also served on several boards to include Chairman of the National Health Fund, member of the board of PetroJam Limited, Southeast Regional Health Authority, Transport Authority, Nutrition Products Limited and the Commissioner at the Anti-Dumping and Subsidies Commission.
He was elected as a Member of Parliament for Northeast, St. Catherine in 2016 where he served until August 2020. Mr. Campbell served as a Senator from 2020 until May 2023.
Professor Mona Webber is a Marine Biologist in the Department of Life Sciences, University of the West Indies (UWI), Mona Campus with over 30 years of experience in research and teaching related to Jamaica’s coastal waters.
She is currently Head of Life Sciences and holder of the GKF-James S. Moss Solomon, Snr and Chair in Environmental Management at the UWI. Her areas of academic specialisation include:
- Assessment of marine habitat quality (water columns; mangroves; seagrasses) using a range of indicators.
- Assessment of microplastic contamination in coastal areas.
- Mangrove and seagrass assessments for rehabilitation and return of ecosystem services (including carbon capture).
- Holopelagic sargassum species and types, occurrence, effect on coastal communities and potential uses.
Miss Opal Wilson is a graduate of the University of the West Indies, having received her Master of Business Administration, Banking of Finance (with distinction) from the Mona Institute of Business in 2001.
Miss Wilson joined the staff of the National Commercial Bank in 1992, and throughout her over thirteen years, she held many positions and gained significant experience in several divisions of the Bank. After banking, she ventured into consulting as Vice President in a management consulting firm, which provided strategic direction to a wide range of businesses in Jamaica and the Caribbean.
Miss Wilson has since left corporate Jamaica to pursue her passion in the field of horticulture.
She currently serves on the board of directors of the Natural Resources Conservation Authority (NRCA) and the Jamaica International Financial Services Authority (JIFSA).
Mr. Noel O. Whyte is a Registered Professional Engineer who has practised Engineering in Jamaica and the Caribbean Region for over forty-five years. He founded the Consulting Engineering firm, N. O. Whyte & Associates Limited in 1982.
Mr. Whyte is a Fellow of the Jamaica Institute of Engineers (JIE), and a Registered Professional Engineer. The Jamaica Institution of Engineers recognised Mr. Whyte's contribution to the Engineering profession, by conferring him with the 2014 JIE Award for Excellence in Engineering.
Mr. Whyte has served in various capacities in civic, private, professional and government organizations in Jamaica and the Caribbean. In 2017, he was conferred with the National Honour of the Order of Distinction (CD) in recognition of his Excellence in Engineering and Volunteerism.
Mr. Luke Buchanan serves as the Executive Director at Mona GeoInformatics Institute (MGI), at The University of the West Indies, Mona Campus. MGI is a Kingston-based company specializing in geospatial technology, software development, and data analytics. In his role, Luke is responsible for formulating and implementing business strategies, preparing comprehensive business plans to drive growth, and analyzing challenges to provide effective solutions.
In addition to his executive role, Luke lectures at the university, where he teaches various geospatial courses to both undergraduate and graduate students. With advanced training in Geographic Information Systems (GIS) and extensive experience teaching GIS at the MSc level, Luke brings a wealth of knowledge to his students and the general public. He also has significant experience working with both private and government organizations.
Since joining MGI in 2007, Luke has led the development of GIS solutions throughout Jamaica, overseeing key projects such as the Software Development, Environmental, Human & Social, and JAMNAV GPS Navigation System initiatives.
Luke holds a Bachelor's degree in Geography and a Master's degree in Natural Resource Management, both from The University of the West Indies. With more than 16 years of experience, he has contributed to projects in software development, GIS, business intelligence, geospatial logistics, urban planning, environmental conservation, and road safety. His expertise lies in geospatial data processing and cartography, with a strong focus on using data to support informed decision-making.
Robert Woodstock is a registered architect in Jamaica and Barbados with over forty years’ experience at a senior level in architectural practice and is currently managing principal at Harold Morrison + Robert Woodstock Associates Ltd and HM+RW Architects Ltd. He studied Architecture at Cornell University then returned to Jamaica to work with the Ministry of Construction (Works) before joining his present firm. His professional experience includes planning, design and contract administration for a wide range of educational, health, judicial, industrial, commercial, resort and residential projects all over Jamaica and Barbados.
Arch Woodstock is the current Chair of the Jamaican Institute of Architects’ (JIA) Practice and Disciplinary Committees; Co-Chair of the Town & Country Planning Authority’s Forward Planning Committee; Past President of the JIA; Past Chair of the JIA’s Education & Membership Committee; Past Chairman of the Association of Commonwealth Societies of Architects in the Caribbean (ACSAC) and Past Chairman of the Construction Industry Council (CIC) in Jamaica.
Arch Woodstock is a Fellow of the Jamaican Institute of Architects (FJIA), a Member of the Barbados Institute of Architects (BIA), a honorary Member of the Trinidad and Tobago Institute of Architects (TTIA) and a member of the American Society for the Advancement of Project Management (ASAPM). He has been an Adjudicator/Arbitrator for construction contract disputes since 2001 in addition to serving as Juror for a number of international architectural design competitions. He has acted as a visiting critic, adjunct design lecturer/tutor, external examiner and advisory board member at the Caribbean School of Architecture as well as an overseas architectural registration examiner in the Bahamas.
Theresa Lindo is the Managing Director of Pure National Limited and a Water Resources Authority (WRA) board member. She joined the Town and Country Planning Authority (TCPA) in February 2021
Ms. Lindo has 15 years of experience developing and implementing strategic initiatives to maximize operational efficiencies and drive growth. Her strengths span the breadth of transaction execution, business/product development, strategy, and operations. She is noted for her leadership, operations, problem-solving, creativity, accountability, analysis, and networking skills.
In the past, Ms. Lindo has led the following companies as CEO of Medi-Rays Ltd and Periti Solutions.
She was instrumental as a founding member of Studio iD8 and co-founder and managing partner of Norbrook Home Delivery. She also previously served as Director of Operations at the Heart Institute of the Caribbean.
Ms. Lindo holds a Bachelor of Science from Georgia Institute of Technology. She continues to give back to the Shortwood Infant, Primary & Practicing School as a mentor.
Andrine McLaren is the Senior Director of the National Development Planning Policy and Monitoring Branch of the Ministry of Economic Growth & Job Creation. Ms. McLaren is a trained urban planner with over 19 years of experience.
She formerly held the position of Director of Planning at the Kingston & St. Andrew Municipal Corporation from 2007 – 2024. During that time, she acted at Town Clerk/Chief Executive Officer on numerous occasions. She spearheaded the re-engineering of the development approval process and the implementation of technology within the Planning Department.
She represented the Municipal Corporation locally and internationally, and was a member of several Committees including the Building and Town Planning Committee (KSAMC), the Downtown Kingston and Port Royal Redevelopment Committee, the Downtown City Management Committee, the NMIA Climate Change Adaptation Technical Advisory Group, the NMIA Community Outreach Committee and the Technical Review Committee (TRC) of NEPA/TCPA/NRCA.
She also lectured (part-time) at the Caribbean Maritime Institute/University in the areas of Sustainable Development, Disaster Prevention and Marine Pollution & Environmental Studies. She has also given several guest lectures to Urban & Regional Planning students at the University of Technology Jamaica. She has been a presenter at several local and international workshops and seminars.
Ms. McLaren is a Board member of the Negril/Green Island Area Local Planning Authority, a member of the Jamaican Institute of Planners, and a member of the Development Application Review Process (DARP) Steering Committee.
Ms. McLaren holds a Master’s Degree in Natural Resource Management from the University of the West Indies (Mona Campus), a Bachelor’s Degree in Urban and Regional Planning from the University of Technology, Jamaica and a Post-Graduate Diploma in General Management from the Management Institute for National Development (MIND).
Additionally, she has received and participated in several trainings to include Planning and Construction of Smart Cities, Population and Sustainable Development for Developing Countries, City Planning and Development, Project Management, Supervisory Management, Geographic Information Systems, Leadership & Change Management, Transit Oriented Development and Restorative Practices.
Robert is an attorney-at-law called to the Jamaican Bar and partner in the law firm Taylor Law, Williams Nembhard.
Robert's practice areas focus on real estate development as well as corporate and commercial law with an adjunct private client focus.
An eleven-year career with Citibank, NA as a resident vice president with training in corporate credit risk and finance, underpins his practice.
Other board directorships include Sterling Asset Management Limited and Hawkeye Electronic Security Limited.
