The National Environment and
Planning Agency has served an Enforcement Notice on the National
Water Commission, NWC. An Enforcement Notice requires the receiving
party to, among other things, immediately cease the offending
activity. This Notice follows an investigation into a chlorine
discharge at the NWC’s Chlorine Bay on Mona Road in Kingston. The
Notice was served under section 18 of the Natural Resources and
Conservation Authority, NRCA, Act. The Notice is attached to this
document.
Under Part A of the Notice,
the Agency specifies the offending activity as the discharge of
residual chlorine gas from gas cylinders into the environment at the
Mona Dam in St. Andrew. Under Part B, the nature of the threat posed
by the discharge of the chlorine gas is specified as posing a
serious threat to public health--particularly those residents within
the immediate environs of the Mona Dam.
Part C of the Notice
outlines the specific measures which the NWC needs to undertake to
ameliorate the effects of the discharge of the chlorine gas into the
environment.
