The National Environment and Planning Agency (NEPA) yesterday served a Warning Notice on the operators of the Windalco Residual Disposal Area in Kendal, Manchester. This follows reports of the continued emission of caustic dust from the facility and the attendant nuisance being posed to residents in the neighbouring Ingleside community.
The emissions represent a breach of the permit issued to the operators of the facility and of the Natural Resources Conservation Authority (NRCA) Act (1991). The operators have been given ten days (effective January 28,) to remedy the situation and have already begun to take the necessary action.
Given the grave nature of the breach, NEPA is preparing to take further enforcement action which will outline the specific activities to be undertaken by the operators to mitigate against future breaches.
In response to the Warning Notice, the Management of Windalco has requested a meeting with the Agency, which has been scheduled for Monday, February 1.
